I cant open this file i have.
It says cannot open file as archive.
Ive tried winzip, 7-zip and power archiver.

any ideas about how to open and extract the compressed tar.gz file.

7zip does it
Right click > 7 Zip > Extract Here

I've tried Gzip,7zip,winrar, winzip.
